mid-term objective and mid-term plan in Japanese national universities

インターンシップ先で明日のPlanning Council用の資料を見せてもらって、それと（先週調べた）各CollegeのStrategic Planで関係しそうなところがあるかざっくり調べる、というお仕事をしてみました。

ついでに日本の制度についてさくっと書いてメールで送ってみたので、以下、自分用メモとして。
さっそくそれに対する返事をもらったのですが、彼らはaccreditorへの対応として新しいplanというかcore themeを作っていて、しかる後にstrategic planの一つの表現法としてその文書を使いたいとのこと（accrditorが昨年からやり方をずいぶん変えたのだそうです。どっかでも聞こえてきそうな話…）。
下記のように中期目標・計画とは別の計画を持つ大学も多いと書いたら、"Do the Japanese universities' own plans ever directly contradict the mid-term plans?"と聞かれました。exceedは通常しているにせよ、さすがにcontradictはしていない、ですよねぇ？

あと、些細なことでもusefulとかinterestingとか言ってもらえるので、単純な人間としては大変うれしいですｗ　ほめられて悪い気する人はなかなかいないだろうから、日本帰ったら気をつけてみよう（そういう意味では、これまでほめてもらえることが多い環境で仕事してこられたのは幸せですね。上司や先輩（もちろん後輩にもですが）に恵まれてきたな、と思います）。

なんかの用途に活用していただくのは歓迎ですが、中身の正確さはもとより（特に、わかりやすさを重視して若干デフォルメしているので、法的正確さはまったく担保されていません）、用語の正確さやそもそも英語の正確さはまったく保証いたしません。

In the case of Japanese national universities, there are official plans called "mid-term objective" and "mid-term plan." Minister of Education make "mid-term objectives" of each national university corporation. (So far, every national university corporation has only one university. For instance, the University of Tokyo is based on The National University Corporation of the University of Tokyo. But I suppose one n.u. corporation will own some universities in near future)
Technically (or according to National University Corporation Act,) the objectives are made by the Minister. But actually, each university makes some kind of the draft of the objective and the Minister seldom revise it unless it affects the budget. After the Minister endorses the objectives, each n.u. corporation makes "mid-term plan" based on each corporation's objective.

Besides, many national universities have their own plan other than above plans. This is because above plans are regarded as "contracts to Japanese citizen" and we must accomplish the plans. If we fail, the evaluation to the n.u. corporation becomes worse and "subsidies for operational expenses" will be reduced. That means the plans are tend to be too conservative.
To address "what we really want to do," many universities have another plan.
